The city of Carrara got its autonomy from the Bishops-Counts for itself and its neighborhoods in 1293 AD.

When Italy was united in 1860, Carrara got a garrison, the next door city of Massa got all the government offices.

Freedom is what you have inside regardless of the circumstances.
